The City of Carrollton permits the use of golf carts (low-speed vehicles, personal transportation vehicles, motorized carts) as a form of transportation when used in compliance with the Code of Carrollton (Chapter 90 – Article IV) and the laws of the State of Georgia. ATVs and UTVs (side-by-sides) are NOT permitted on city streets.
REGISTRATION
Golf carts must be registered with the City of Carrollton Police Department before being operated on approved public roads within city limits. The registration fee is $15 for five years. Registration must be renewed before January 1 of the year following your expiration date. A decal will be provided upon registration. Decals should be displayed on the front windshield. Upon renewal, a new decal with that year’s color will be provided to the owner.
GOLF CARTS MUST HAVE:
- Seat Belts for Each Seat
- Windshield
- Exhaust (if gas operated)
- Horn
- Headlights
- Taillights
- Brake Lights
- Brakes
- Turn Signals
- Rear View Mirror
IMPORTANT REMINDERS:
- Can only be driven on approved roads with a speed limit of 35mph or less
- Drivers must have a valid license
- Liability insurance is required
- No driving on state highways
- Anyone under 18 must be in seat belt or car seat
RULES FOR THE ROAD
Golf carts shall not be operated on any public roads with a posted speed limit of more than thirty-five (35) miles per hour or operated on federal or state highways, regardless of the posted speed limit, unless otherwise designated by the Georgia Department of Transportation.
The Golf Cart Map identifies which streets are permitted within the City of Carrollton limits. The following streets are prohibited from driving golf carts:
- Hwy 166 Bypass
- Hwy 113
- South Park Street
- North Park Street
- Newnan Road past Old Newnan Road
- Northside Drive
- Kings Bridge Road
- Columbia Drive
- Brumbelow Road
- Bankhead Hwy past Thomas Newell Way
Golf carts may only be operated on public roads and should not be driven on sidewalks or the GreenBelt. The maximum occupancy of a golf cart while operating within the City of Carrollton is one person per designated seat.
All Uniform Rules of the Road applicable to regular motor vehicle traffic apply to the operation of golf carts on public roads or other public property within the City of Carrollton. Golf carts operating on public roads are entitled to full-lane use. Under no circumstances should the golf cart operator pass another vehicle using the same lane as the car or operate between traffic lanes or adjacent lines or rows of vehicles. Lastly, golf carts should not be operated with two or more side-by-side in a single lane.
All laws and ordinances relative to alcohol and its use, including open container laws, apply to golf carts.
PENALTIES
Any person who violates the terms of the Code of Carrollton related to the ownership and/or operation of a golf cart on the public roads, recreational paths or other public property within the City of Carrollton shall be cited to appear before the Municipal Court.
Any violation by the operator may be charged against the owner and/or operator of the golf cart. Upon conviction, penalties are as follows:
- First offense: A fine not to exceed $200
- Second offense committed within one year of conviction of first offense: A fine not to exceed $500
- Third offense committed within one year of conviction of second offense: A fine not to exceed $1000 and registration will be revoked for two years following the third conviction and person will be prohibited from operating any PTV within the city for two years.
