The mayor and council of the City of Carrollton announces its consideration to maintain the millage rate it will levy for the 2024 tax year at the current rate of 4.082 mills. This represents no increase from the 2023 millage rate of 4.082 mills. Due to reassessments, this represents an 3.1% increase over the calculated rollback rate of 3.959 mills. The City of Carrollton has not had a millage rate increase since 1993.
Each year the board of tax assessors is required to review the assessed value for property tax purposes of taxable property in the county. When the trend of prices on properties that have recently sold in the county indicate there has been an increase in the fair market value of any specific property, the board of tax assessors is required by law to re-determine the value of such property and adjust the assessment. This is called reassessment.
When the total digest of taxable property is prepared, Georgia law requires that a rollback rate must be computed that will produce the same total revenue on the current year’s digest that last year’s millage rate would have produced had no reassessments occurred.
The budget adopted by the mayor and city council requires a millage rate higher than the rollback millage rate. Therefore, before the mayor and city council of the City of Carrollton sets a final millage rate for 2024, Georgia law requires three public hearings to be held to allow the public an opportunity to express their opinions on the increase.
All concerned citizens are invited to the public hearings on this tax increase to be held at the Public Safety Annex, 115 West Center Street on Tuesday, July 30, 2024, at 12pm and 6pm and on Thursday, August 22, 2024 at 8:30am.
