Other Fees:

  • Private parties, organizations and entities – $250 for one day, $350 for two days, & $500 for three days.
  • For non-profit civic organizations – $50 per day. 
  • The fee for an Amphitheater Sale of Alcohol Special Alcoholic Beverage Event License Application – $150.

Alcohol Licenses

All businesses that acquire a Consumption on the Premises Alcohol License must complete an Excise Tax Report every month. The reports are due by the 20th of the following month.

The City issues Alcohol Licenses and Special Alcoholic Beverage Event Licenses.

 

  • Renewal packets will be mailed out in September.
  • Renewal forms are due by October 31.
  • Full payment or 1st quarterly payment is due no later than December 31 (penalties will be added to those turned in late).
  • 2nd quarterly payment is due no later than March 31, 3rd quarterly payment is due no later than June 30 and 4th quarterly payment is due no later than September 30.

Building Permits

The City issues Building, Electrical, HVAC, Plumbing, Gas & Pool Permits.

  • All permits must be picked up in person by the State Card Holder.
  • A contract must be submitted with every Commercial Permit or Pool Permit.
  • Payment via card, check or cash can be accepted when picking up permit.
  • There are no fees associated with a Yard Sale Permit. (Limit is 4 per year)

Food Truck Permits

The City issues Food Truck Permits for those who would like to sell food within the city limits.

 

  • Food trucks are permitted in approved food truck courts AND properties in the industrial zone.  A map showing these locations is found in the link below. 
  • Permit must be obtained prior to selling food within the city limits of Carrollton
  • Permits are valid per calendar year. All permits expire December 31 of the year issued and must be renewed by January 1. (Renewal period is each December) 
  • Cost is $150 per location or $750 for a universal permit.
  • Application can be found below or at City Hall.

Golf Cart Permits

The City of Carrollton permits the use of golf carts (low-speed vehicles, personal transportation vehicles, motorized carts) as a form of transportation when used in compliance with the Code of Carrollton (Chapter 90 – Article IV) and the laws of the State of Georgia. ATVs and UTVs (side-by-sides) are NOT permitted on city streets.

Registration

Golf carts must be registered with the City of Carrollton Police Department before being operated on approved public roads within city limits. The registration fee is $15 for five years. Registration must be renewed before January 1 of the year following your expiration date. A decal will be provided upon registration. Decals should be displayed on the front windshield. Upon renewal, a new decal with that year’s color will be provided to the owner.

GOLF CARTS MUST HAVE:

IMPORTANT REMINDERS:

  • Can only be driven on approved roads with a speed limit of 35mph or less
  • Drivers must have a valid license
  • Liability insurance is required
  • No driving on state highways
  • Anyone under 18 must be in seat belt or car seat

Golf carts shall not be operated on any public roads with a posted speed limit of more than thirty-five (35) miles per hour or operated on federal or state highways, regardless of the posted speed limit, unless otherwise designated by the Georgia Department of Transportation.

 

The Golf Cart Map identifies which streets are permitted within the City of Carrollton limits. The following streets are prohibited from driving golf carts:

Golf carts may only be operated on public roads and should not be driven on sidewalks or the GreenBelt. The maximum occupancy of a golf cart while operating within the City of Carrollton is one person per designated seat.

 

All Uniform Rules of the Road applicable to regular motor vehicle traffic apply to the operation of golf carts on public roads or other public property within the City of Carrollton. Golf carts operating on public roads are entitled to full-lane use. Under no circumstances should the golf cart operator pass another vehicle using the same lane as the car or operate between traffic lanes or adjacent lines or rows of vehicles. Lastly, golf carts should not be operated with two or more side-by-side in a single lane.

 

All laws and ordinances relative to alcohol and its use, including open container laws, apply to golf carts.

Any person who violates the terms of the Code of Carrollton related to the ownership and/or operation of a golf cart on the public roads, recreational paths or other public property within the City of Carrollton shall be cited to appear before the Municipal Court.

 

Any violation by the operator may be charged against the owner and/or operator of the golf cart. Upon conviction, penalties are as follows:

 

First offense: A fine not to exceed $200
Second offense committed within one year of conviction of first offense: A fine not to exceed $500.


Third offense committed within one year of conviction of second offense: A fine not to exceed $1000 and registration will be revoked for two years following the third conviction and person will be prohibited from operating any PTV within the city for two years.

Multi-Family Rental Housing Inspection

The City of Carrollton’s Multi-Family Rental Housing Inspection Ordinance establishes minimum standards that maintain the quality and stability of multi-family rental housing, prevent conditions that adversely affect the health, safety and welfare of occupants, prevent blight and preserve the value of property throughout the city.

All owners of multi-family rental dwellings or multi-family rental units within the city that receive income for units and meet the requirements of O.C.G.A. § 48-13-5 for having a location or office within the city shall:

  • Obtain an Occupational Tax Certification from the city, pursuant to Chapter 22 of the City of Carrollton Code of Ordinances.
  • Provide to the city, prior to January 1, 2022, a code compliance certificate covering 100 percent of their multi-family rental units within the 12-month period immediately preceding the date of the certification.
  • When a newly constructed or significantly renovated multi-family rental dwelling receives a certificate of occupancy, additional inspections on that unit required in this section of the ordinance are not required for 10 years. The building official will determine if renovated units qualify for the 10-year grace period based on the scope of renovations. After 10 years, regular annual inspection of 20 percent of units shall commence and continue.
